PLHA passes 2017 appropriation bill

The Plateau State House of Assembly has passed the 2017 appropriation bill with an increase of over six billion naira of it’s original size.
Presenting the report of the House Committee on Appropriation to the House, the Chairman of the committee and member representing Wase Constituency, Hon. Yahaya Adamu said the committee observed among others that some of the revenue generating agencies in the sate were underfunded which has affected their revenue generation.
He noted that state owned tertiary institutions were unable to efficiency generate revenue commensurate with their initial approved targets due to instances of dilapidated structures, shortage of manpower, decline in students enrollment and lack of commitment to generating revenue on the part of the management of those institutions.
Hon. Adamu explained that the committee also observed that the persistent embargo on employment in the state has affected the capacity of Ministries, Department and Agencies to effectively perform their functions. In spite of instances of brain drain retirement, death and resignation.
The committee also noted that there was none release of counterpart funds between 2015 and 2016 to enable the government agencies such as State Universal Basic Education Board to access counterpart fund from Universal Basic Education Commission (UBEC).
The committee, he added observed that there was an increment to the tune of six billion, eleven thousands, nine hundred and sixty one naira (N6,792,011,961,00) which affect the budget of Plateau State Independent Electoral Commission PLASIEC, Ministries of Agriculture, Works Transport.
Hon. Yahaya said based on the observation made, the committee recommend among others that government should make effort to make funds available as approved to such agencies responsible for revenue generation.
It stated also that once approval and authorizations were made for both capital and recurrent projects, fund should be speedily released from the treasury (i.e. the office of the Accountant General) in order not to frustrate the general activities of the government agencies.
According to the report, the committee recommended an increase of the total sum of six billion, seven hundred and ninety, two million, eleven thousand, nine hundred and sixty one naira (N6,792,011,961.00) to the budget size, bringing the total 2017 approved budget to one hundred and thirty nine billion, four hundred and ninety four million, three hundred and eight thousand, two hundred and fifty six naira (139,494,308,256.00) which was approved by the House.
It would be recalled the Plateau state Governor Rt. Hon Simon Bako Lalong presented to the House on the 21st December, 2016 the 2017 state appropriation bill of the total of one hundred and thirty two billion, seven hundred and two, two hundred and ninety six thousand, two hundred and ninety five naira (132,702,296,295.00) for it approval.
